Executive Summary MED-Project LLC (“MED-Project”) operates a Producer Stewardship Plan for Sharps from Households (“Plan”) in the County of Alameda (“Jurisdiction”) under the Alameda County Safe Consumer-Generated Sharps Disposal Ordinance No. 2015-53, Alameda Municipal Code Chapters 6.54.010 – 6.54.180 (“Ordinance”). On September 7, 2022, the Jurisdiction approved MED-Project’s Plan, dated August 31, 2022 (“Approved Plan”). This 2022 Alameda County Sharps Annual Report (“Report”) describes MED- Project’s activities between January 1, 2022, and December 31, 2022 (“Reporting Period”). All capitalized terminology not defined in this summary is derived from the Approved Plan. A. Notifications in the Reporting Period MED-Project submitted an updated Plan during the Reporting Period. Notices providing status updates related to the effects of the COVID-19 pandemic are discussed in the COVID-19 Pandemic-Related Notifications section below. On June 26, 2022, MED-Project submitted an updated plan to the Department. On August 4, 2022, the Department requested additional information. On August 31, 2022, MED-Project submitted a revised plan, which was approved by the Department on September 7, 2022. B. COVID-19 Pandemic-Related Notifications On January 10, 2022, MED-Project submitted an eighth COVID-19 pandemic response notification, which indicated that two Sharps Kiosk Drop-Off Sites remained restricted due to the COVID-19 pandemic. By the end of the Reporting Period no sites remained restricted. For details on COVID-19 pandemic-restricted site access statuses during the Reporting Period, see Appendix M, Table 12: Reporting Period Access Restrictions. C. Reporting Period Operations Overview During the Reporting Period, priority was given to establishing Sharps Kiosk Drop-Off Sites throughout the Jurisdiction, and performing outreach to eligible pharmacies, hospitals, and clinics with on-site pharmacies, and Law Enforcement Agencies (“LEAs”) throughout Alameda County. As a result of these efforts, MED-Project’s Program collected and disposed of Sharps from 52 Sharps Kiosk Drop-Off Sites, seven Take- Back Events, Mail-Back Services, and four Household Hazardous Waste Facilities during the Reporting Period. MED-Project installed six new kiosks in the Reporting Period. 5 Kiosks were installed in pharmacies that meet all local, state, and federal requirements and that executed agreements with MED-Project. In addition, outreach and educational materials, including signage and/or brochures, were distributed to select existing Kiosk Drop-Off Sites. MED-Project provided disposal instructions to select Kiosk Drop-Off Sites and Mail- Back Services to Residents and continues to communicate with Kiosk Drop-Off Site Hosts to distribute outreach materials upon request, review procedures as needed, and improve overall Program design. As outlined in the Approved Plan, the ultimate goal of the Program is to provide Residents with convenient, safe, and accessible methods to dispose of Sharps. The following Sections of the Report address the specific reporting requirements in Ordinance Section 6.54.120. Each section of the Report restates the corresponding Ordinance requirement and provides the required information. Numbers in the Report have been rounded to the nearest tenth place. MED-Project is also providing an Errata List for the 2021 Annual Report submitted on March 1, 2022; See Appendix N: Errata List for the 2021 Annual Report. 6 II. Participating Producers Ordinance Sec. 6.54.120.A.1: “A list of Producers participating in the Product Stewardship Plan.” See Appendix A; Participating Producers. III. Sharps Collection Method and Weight Ordinance 6.54.120.A.2: “The amount, by weight, of Sharps collected, including the amount by weight from each collection method used.” A. Kiosks Ordinance 6.54.120.A.3: “The weight of Sharps collected and number of pickups, and the quantity of outer containers (if applicable), for each collection site.” Ordinance 6.54.120.A.4: “A list of drop-off sites.” – MED-Project collected 47,953 pounds of Sharps throughout Kiosk Drop-Off Sites. – MED-Project collected 15,934 pounds of Sharps through Household Hazardous Waste Locations. Mail-Back Services Ordinance 6.54.120.A.5: “The number of mail-back containers provided to County residents, and how many were returned during the reporting period.” – MED-Project distributed 868 Sharps mail-back packages directly to Residents. – MED-Project received 392 returned Sharps mail-back packages. – MED-Project collected 862.5 pounds of Sharps through Mail-Back Services. Take-Back Events Ordinance 6.54.120.A.6: “The dates and locations of collection events held, if applicable, and the quantities by weight returned at those events.” 7 MED-Project collected 1,432 pounds at seven Take-Back Events. See Appendix D; Sharps Take-Back Events. D. Total Weight of Collected Sharps MED-Project collected 66,181.5 pounds of Sharps through all methods. IV. Disposal and Transporter Information Ordinance Sec. 6.54.120.A.7: “The transporters used and disposal facility or facilities used for all Sharps.” A. Safety and Security Report Ordinance 6.54.120.A.8: “Whether any safety or security problems occurred during collection, transportation or disposal of Sharps during the reporting period and, if so, what changes have or will be made to policies, procedures or tracking mechanisms to alleviate the problem and to improve safety and security in the future, this portion of the report may be submitted under separate cover clearly marked ‘Safety and Security Report’.” There were no safety or security issues during the Reporting Period. VI. Educational Efforts and Public Outreach Ordinance 6.54.120.A.9: “A description of the public education, outreach and evaluation activities implemented during the reporting period.” A. Public Education Activities MED-Project provided a variety of public education activities during the Reporting Period, including providing disposal instructions for Sharps kiosks and Mail-Back Services, maintaining a website and toll-free number that provide information on the 8 proper disposal of Sharps waste, collection, and disposal options available through MED-Project, and providing outreach materials. The MED-Project Website, toll-free number, and promotional materials, such as posters and brochures, were available in English, Spanish, Chinese, Tagalog, and Vietnamese. See Appendix G for examples of MED-Project’s promotional materials such as brochures and posters. See Appendix H for promotional material distribution information. MED-Project Website information and statistics are provided in Appendices I and J, respectively. B. Outreach Activities MED-Project conducted the following outreach activities during the Reporting Period: provided streaming TV and radio, print and digital advertisement campaigns, distributed signage and/or brochures, posted information on social media sites, and sent email blasts. As a part of outreach activities described above, MED-Project generated more than 31 million total impressions during the Reporting Period. A list of social media and email outreach activities is provided in Appendix K. The reach and impressions for each campaign are provided in the Media Outreach Summary. See Appendix L. C. Evaluation Activities Consistent with Ordinance Section 6.54.100.A4, MED-Project conducted the biennial survey of Residents, pharmacists, veterinarians, and health professionals in the county who interact with patients on use of medicines to measure Program awareness and to evaluate the effectiveness of its education and outreach activities during the Reporting Period. The second biennial survey began on April 1, 2022, and was completed on May 10, 2022. The results of the survey were posted to the MED-Project Website on August 1, 2022. Nineteen percent of County residents surveyed are aware of the safe, convenient, and free disposal program. Additionally, of those County residents surveyed, 16% reported having used Kiosk Drop-Off Sites, Mail-Back Services, or Take- Back Events to dispose of expired and/or unwanted medicines in the past year. Of this group, 89% reported using drop-off locations. Sixty-Four percent of Residents who had the sharps disposal program believed the program was easy to use, and 58% of the same group of County residents believe the program was easy to locate. MED-Project will continue to evaluate media and public outreach as well as collect feedback by surveys in order to identify and make adjustments and improvements to the Program. Additionally, MED-Project may revise and/or add communications materials based on changes to the Plan, as needed. 9 VII. Program Goals Ordinance 6.54.120.A.10: “A summary of the Product Stewardship Plan’s goals, the degree of success in meeting those goals in the past year, and, if any goals have not been met, what effort will be made to achieve the goals in the next year.” Summary of Product Stewardship Plan’s Goals During the reporting Period, Sharps kiosk implementation and collection continued and resulted in 52 active Sharp Kiosk Drop-Off Sites. MED-Project’s long-term goal is to have 55 Sharps Kiosk Drop-Off Sites and it continues to make progress towards this goal. MED-Project will continue to work to establish additional kiosks and will continue to accept any interested and eligible sites beyond the goal of 55 kiosks. Refer to Sections III and VI of this Report for specific collection information. Figure 1 shows a graphical representation of how MED-Project strove to meet service convenience and collection goals during the Reporting Period. MED-Project continued collector outreach by sending letters to potential Sharps Kiosk Drop-Off Sites on September 15, 2022. MED-Project made phone calls and sent emails to eligible sites that did not respond to the letter. Eligible non-participating sites were contacted monthly until either a site began participating in the Program or the site indicated it no longer wanted to be considered for participation. MED-Project maintained a toll-free number for a call center and the MED-Project website to provide information to Residents, as well as provided information through social media postings. VIII.
