The LGBTQ+ Housing First Initiative
The State of LGBTQ+ Housing:
LGBTQ+ people face disproportionate housing
insecurity. The CDC has found that trans high school
students are 5.7 times more likely to experience
housing insecurity than their peers.
Up to 40% of homeless young people are LGBTQ+.
LGBTQ+ people of color are doubly impacted. 55% of
County residents experiencing homelessness for the
first time are Black, despite comprising just 10% of the
general population.
The Department of Housing and Urban Development
has greenlit anti-LGBTQ discrimination in housing and
banned trans people from accessing federally funded
shelters that match their gender.

We cannot afford to let LGBTQ+
people of color end up on the streets!
Federally-sanctioned discrimination means that no shelter
currently operating in Alameda County can guarantee the
safety of LGBTQ+ community members.
The Oakland LGBTQ Community Center will leverage
Measure W funding to ensure that this community stays
safely housed and retains access to wrap-around services,
including HIV prevention, mental health support, and
gender-affirming care.

The LGBTQ+ Housing First Initiative
Key components:
Eviction prevention, emergency housing, and long-term supportive housing: $5,000,000
HIV prevention services to end Alameda County’s State of Emergency: $5,000,000
Gender-affirming care and trans wellness to respond to federally sanctioned
discrimination and funding cuts: $3,000,000
LGBTQ+ affirming mental health services: $1,000,000
LGBTQ+ youth and elders services: $1,000,000

Alameda County has yet to make a significant coordinated investment in the
housing and supportive service needs of its LGBTQ+ residents. Let’s take this
opportunity to positively impact this pattern of systemic neglect.

enhancing and sustaining the well-being of lesbian, gay, bisexual, transgender, and queer (LGBTQ)
individuals, our families and allies, by providing educational, social, and health related activities,
programs and services.

We have helped house over 500 LGBTQ+ people
since 2020 without City or County funding
1,046 patients received HIV testing services
in 2024, along with 686 syphilis tests and 5,606
chlamydia and gonorrhea tests
1,010 community members
participated in care management, mental health,
peer support, and recovery groups in 2024
We vaccinated over 3,000 people for mpox
in partnership with Alameda County Public Health
Department from 2022 to 2024
We stablished Oakland’s only standalone
LGBTQ+ youth service center, Town Youth Club,
serving 739 queer and trans youth in 2024
