HomeMy WebLinkAboutach-homelessness-prevention-framework-appendix-c-0116251 Homelessness Prevention Framework — C • Regional community-based organizations that provide homelessness prevention, employment, legal and related services; and • County and city administrative leaders responsible for homelessness response and mainstream systems. A full list of HPST participants is provided in Appendix A. The recommendations in this Framework are also based on: • A comprehensive review of academic literature on the types and effectiveness of homelessness prevention programs, including analyses of the impact of targeting and outreach strategies. • A survey of homelessness prevention strategies and frameworks in other communities. • Analysis of system capacity and performance data from Alameda County’s Homelessness Management Information System, used along with U.S. Census data, American Community Survey data, and other available sources of quantitative data to develop estimates of outreach targets and potential success rates. This Framework builds upon the extensive community engagement, planning, and system modelling work that informed the 2021 Centering Racial Equity in Homeless System Design report and the Home Together 2026 Community Plan. A Homelessness Prevention Strategy Team (HPST) made up of more than four dozen diverse local stakeholders guided the development of the Framework and its recommendations. The HPST worked for over six months, starting in April of 2023, meeting seven times to hear presentations and discuss a wide range of topics related to homelessness prevention. HPST members used their professional and lived expertise to shape the Framework recommendations. HPST members included: • Individuals with lived expertise who are members of Alameda County’s Emerging Leaders program and who were compensated for providing their input. In addition to HPST meetings, individual with lived expertise met monthly to further review materials and develop their input on the Framework development process and content; Prevention Framework Methods • Analysis of Alameda’s County’s expenditures on homelessness response and prevention services, used to estimate potential investment levels for expanded homelessness prevention. • More than twenty interviews with stakeholders who work in homelessness response and mainstream public systems and community- based organizations serving people at risk of homelessness.
