Overview of Systemwide Racial Equity Analysis
Background
In 2020, the Oakland-Berkeley-Alameda County Continuum of Care (CoC) undertook its first-ever racial
equity analysis, the goal of which was to identify racial inequities within the Alameda County homeless
response system and provide recommendations for creating a more equitable and effective system of
care. The results and recommendations from this analysis are documented in “Centering Racial Equity
in Homeless System Design”, and created a foundation for the community’s Home Together 2026 Plan.
Home Together 2030
The Racial Equity Technical Work Group is currently guiding an updated systems-level Racial Equity
Analysis (REA), which will serve as a key building block to the Home Together 2030 Plan. This analysis is
intended to inform actionable strategies to ensure equitable access, treatment, and outcomes for all
individuals. Key objectives of this work include:
1. Assess the current state of racial equity within the homeless response system.
2. Identify key disparities in access, utilization, and outcomes of programs and the system as a whole
across racial and ethnic groups.
3. Develop recommendations to address and mitigate disparities and promote equity.
4. Establish metrics and methods for ongoing monitoring and evaluation of racial equity.
While the REA will focus on identifying racial disparities, where feasible, analysis will be conducted by
the intersection of race and other demographics and characteristics (such as sexual orientation, age,
disability, etc.)
A final report will summarize the findings from the REA, recommendations for how to improve equity
within Alameda County’s homelessness response system, and a framework to support Alameda County
with ongoing monitoring and evaluation of key equity metrics.
