What has stayed consistent? 3 Home Together 2026 •Prevent homelessness •Connect to shelter and resources •Increase housing solutions •Strengthen coordination, communication, and capacity Home Together 2030 •Prevention •Access •Shelter •Housing •Health Care •System Foundations 4 Home Together 2030 is a refresh of Home Together 2026 Since the launch of the HT2026 Community Plan much has been learned, and political, economic and community landscapes have changed. 5 HT2030 envisions a system that moves people from crisis to stable housing quickly and for the long term •It is a framework for coordinated, strategic action – not a spending plan or implementation handbook •It focuses on the homelessness response system, while acknowledging other systems and economic and political forces that impact the homelessness response system’s success •It sets goals that are achievable with sustained local investment, stable federal and state partnership, coordination across jurisdictions, and balanced implementation across pillars ➢Reduce overall homelessness by one-third ➢Reduce unsheltered homelessness by 50% Pillar 3: Shelter What objectives and strategies are included in the Shelter pillar? 6 7 Prevention HT2030 is organized around five interdependent pillars, supported by cross-cutting system foundations ShelterAccess Housing System Foundations Health Care 8 Shelter focuses on providing safe, dignified interim housing with services to support people in ending their homelessness. Align Shelter Capacity with System Need Improve Shelter Quality, Safety, and Experience Strengthen Pathways Out of Shelter •Right-size shelter capacity using system demand and modeling •Expand shelter capacity where geographic and population gaps are greatest •Ensure a diversified mix of shelter models to meet varying needs •Expand medically supportive shelter models •Preserve and stabilize existing shelter capacity during market and funding volatility •Improve real-time visibility and utilization of shelter capacity •Update and clarify shelter standards and models •Align funding, procurement, and contracts with shelter standards •Integrate lived experience in shelter design and operations •Strengthen incident tracking and grievance processes •Align shelter operating models and funding with housing placement-focused practice •Strengthen structured housing planning within shelter •Embed housing problem-solving and rapid exit in shelter practice •Clarify roles and responsibilities at shelter exit Community Panel Von Atkinson, Community Member Catherine Hayes, President and Chief of Clinical Operations, Cardea Health 9 Community Comments Three minutes per comment Please raise your hand 10 What’s Next for HT2030?
